Can a worker opt out?

Yes. If your worker is automatically enrolled they can choose to opt out of the scheme within one month of enrolment. If they opt out, any money they’ve contributed will be refunded to you, and you’ll need to pass this back to them. If they opt out later than one month, there will be no refund available.
